Founded in 1882, the University of the Punjab is the oldest university in Pakistan and one of the largest, teaching tens of thousands of students across its Quaid-e-Azam and Allama Iqbal campuses. Its semester programmes use a four point scale with plus and minus grades in 0.70 and 0.30 steps, so an A- is worth 3.70 rather than the 3.67 used at many private universities. Departments publish their own detailed rules, so confirm the table used by your own department.

Yes. An F is worth 0.00 grade points, but its credit hours are still counted in the total you divide by. That is why one failed course pulls the whole semester GPA down, and why the calculator on this page includes F rows in the total credit hours.
